894109 - Add a group which has access to App Lookup only on /lookup/

We want to start allowing operators to assist with finding and publishing apps for device preloads.  The first step is them telling us their manifest URLs and being able to get the .zip files for their apps.  This bug is to:

- Add an operators group which has permissions to use the lookup tool
- Adjust the lookup tool (https://marketplace.firefox.com/lookup/
) to only show App Lookup abilities to the operators group
- Adjust the Summary page (eg. https://marketplace.firefox.com/lookup/app/393011/summary ) to not show any of the Activity, Statistics, Edit Listing, Review History links to people in the operators group (unless that person is also the author or something, of course).

Do we also want to hide some of the other details that may be considered commercially (or otherwise) sensitive? 
e.g.
Abuse Reports
Downloads (if we're hiding the full Statistics link)
all the Payments stuff - purchases; refunds

Is there a tracking bug for other improvements the tool will need to be fit for external use?

This is useful info for the Carrier when selecting pre-loads so it is good that it is displayed.
