 DEFECT DESCRIPTION:
 Wi-Fi hotspot will be turn off automatic when change the security 
 REPRODUCING PROCEDURES:
 1.settings->internet sharing->turn on WiFi-hotspot->turn off WiFi-hotspot
 2.Hotspot settings->chang the security->ok,then turn on Wi-Fi hotspot
 3.view the interface of Wi-Fi hotspot,then Wi-Fi hotspot will be turn off automatic->KO   
 
 EXPECTED BEHAVIOUR:
 Wi-Fi hotspot should work normal

Can I have your commit info for gecko and gaia ? 

Here I am using the unagi with mozilla-central code base, I found that hotspot security change triggers hotspot enable settings event which is very weird. Not sure if it is related to settings app.

Sync-1, Is this a recent regression ? Are you never able to turn on the Wi-Fi hotspot in step 3?

Vincent, can you help with the risk evaluation here if we decided to uplift ?

Maybe it's a recent regression, in v1.0.1 we can not reproduce.    We can trun on the Wi-Fi hotspot in step 3, but need several times.
This is the regression after Bug 868913 is landed. It affects m-c, b2g18 and b2g-v1.1hd.
Blocking on regression in v1.1
