Details

After Mozilla crashes once, the only way to re-enable quicklaunch is to restart
Windows or run mozilla.exe -turbo.  When I restart Mozilla after a crash and
then exit normally, it should go into quicklaunch mode.

Steps to reproduce:
1. Enable quick launch.
2. Crash or force-quit Mozilla.
3. Start Mozilla again.

Result: Mozilla takes a while to start back up, as expected.
4. Close Mozilla normally.
5. Restart Mozilla.
Result: Mozilla takes a while to start back up.
Expected: Mozilla should start quickly now.
