If the region is Durango and language is set to polish the "Msg & Data Rates Apply" link will still appear in English during the purchase flow

Steps to reproduce:
1. Launch MP.
2. Search for a pricetier.
3. Select the Buy button to purchase the app.
4. Enter PIN if necessary.
5. Select the "Msg & Data Rates Apply" link at the bottom of the "Confirm payment" screen.
Actual results:
Notice the screen appears in English.
Expected results:
"Msg & Data Rates Apply" link on the "Confirm payment" screen should be localized to Polish.
