On Windows NT 4.0 SP6a and Windows 2000
The URL Bar does not display correctly when clicking on the down-arrow. Also, 
the list is empty when there should be url listed

Reproducible: Always
Steps to Reproduce:
1.Click URL Bar down arrow


Actual Results:  List is empty and displays incorrectly

Expected Results:  shows a list of previous entries and size of display matches 
the list size

The last few nightly builds have this problem. As does 0.9.2
