Build: Firefox 23.0b8 07/23
Device: LG Nexus 4 (4.2.2), Galaxy Nexus (4.2.2), Galaxy Nexus(4.1)

Steps to reproduce:
1. Install app from ftp ftp://ftp.mozilla.org/pub/mozilla.org/mobile/candidates/23.0b8-candidates/build1/android/pa-IN/
2. Open app
3. Go to about:firefox, menu, settings

Expected Results: 
- text should be in pa-IN

Actual Results:
- Text is missing or squares are present - incompatibility

Note:
- I discuss with Pike on irc, this is low priority as he mentioned "the beta pa-IN builds are automation-wise in a horrible state. the aurora builds would be much more useful" & we don't distribute single locale builds beyond them being on ftp for nightly users

All other builds were ok so I added it for tracking.

I would also mentioned that this is reproducing only on Nexus 4, Galaxy Nexus with 4.1 or 4.2. Not reproducing on older devices/OS. On those the app looks ok.
