Either give the http transaction the highest priority or even open a new connection for it completely regardless any limits we have.

I often get stuck on some pages that load a lot of resources that all have already been queued and click e.g. an image to get its larger version.  Same can happen when I middle click a link to some sub-page to open it in a new tab - it just hangs there blank until images from the originating page get loaded.
