Description:
When launching Call Log tab in Dialer it displays loading screen with 10% progress bar. The issue reliably reproduces after resetting device.

Repro Steps:
1) Update Leo to Build ID: 20130723070209
2) Reset device (Settings--> Device info--> More info--> Reset)
3) Complete FTE
4) Launch Dialer
5) Switch to Call Log tab

Actual:
 Loading screen with 10% progress bar is displayed 

Expected:
 Call Log screen is displayed successfully

After restarting device the user will be able to access call logs, but for OTA(dialer & SMS) all logs will have been cleared.

This reproduces on b2g18 per comment 2, so this should be leo.

Does resetting the phone have to happen for this to occur?  If yes, we're talking about a glitch on a phone with 0 call log data on it and that would make this less of a priority.
