Details

Using HTML History API to modify the url as you navigate different sections in the addon.  Back button works fine but the Forward button never shows up.

Same problem. Please fix
Closing this request as it is due to legacy extensions. If you still need something changing/fixing, please file a request against the WebExtensions API.
