Rather than relying on slaves_needing_reboot.txt, kittenherder should generate its own list of slaves that should be rebooted. This would allow us to turn off the final part of the last-job-per-slave cronjobs, and would make the determination of slaves in need of a reboot less asynchronous. We should use whatever hostmask is provided on the command-line to limit the slaves we check. Current source: https://secure.pub.build.mozilla.org/builddata/reports/slaves_needing_reboot.txt
