CompareLocales.ContentComparer.compare is very tightly coupled to key/value pairs of DTDs and properties. Let's refactor it into Parser, so that we can switch much of that logic out, and replace it mostly for l20n. We'd just need to keep the reporting token structure.

Turns out my expectations were wrong, we ended up moving most stuff into Entity.
