This health check should: 

- connect to the database
- run an appropriate query to make sure things are working ok
- send back an HTTP 200 if everything OK
- send back an HTTP 503 if anything fails

This will be an endpoint that will be monitored by nagios/opsview/etc.
/status already performs a db check. Changing failure reply to 503.
