Rather than using the worldwide region to indicate enable other regions for paid apps we're going to separate that out so this bug is to add the relevant bool to the model + db migration.

Eventually this could also be added to the free apps too so Worldwide region is handled just as a region and not dual purpose (Worldwide/add to all new regions). I
