Go to Mail/News, click on any mailbox (including Local Folders), go to New menu,
go to New -> Folder...

What should happen: a new Untitled folder should display within Local Folders
(or whichever mailbox you had selected).

What happens: nothing.

I'm not sure what the relation is between this bug and bug 52460. It's possible
that because of that one, this menu item is simply disabled.
