8987 - Would like a "QA" Menu added

Could a menu item on all platforms be added to the Debug main menu which is
entitled "QA Help".  And could that have the following sub-menus which link to
the indicated pages?

SmokeTests - http://www.mozilla.org/quality/smoketests/
Known Bugs - http://www.mozilla.org/quality/most-frequent-bugs/

This would really help these pages get more exposure, and ultimately assist eng

chofmann approves per Seamonkey leads mtg today...told me to assign this to
matt...matt we could use this ASAP...and another tweak....

DO NOT add to Debug menu...please make QA a new main menu item after Debug.  We
NEED more visibility.  And the menu items would be the following (with URLs for
destination link when selected):

Thanks Paulmac for helping me out.  I don't know how
i would have done this without you.  Debugging this damn XUL is
like finding a needle in a hay stack and without your keen eye I would
have never left this place......I owe you some cookies.

This is not implemented correctly...matt thanks for step #1...but I'll come by
and explain to you directly...reopening bug until we get it right.
