This started happening yesterday in UX.

I ran Stable with the same data directory and did a customize <Restore Defaults> and the bookmark toolbar drooped down and worked normally.

Re ran UX now at (2013-07-27) and also did a <Restore Defaults> and still get the standalone window as if I hit Cntrl + Shift + B when clicking the arrow on the shortcut taskbar tool.

This started happening on (2013-07-26) build.
I have ran non UX 64 bit Nightly 25.0a1 (2013-07-27) on same data directory and the bookmark tool pulls down the menu fine. This bug is limited to UX only.
Is the button in the overflow menu? If so that's expected behavior.
The button is in the default location to the right of the search box.

I have done a "Restore Default" on the "Customize toolbar" window.

interesting, that's not expected, could be a regression from bug 855805
just in case, could you please try to reproduce it in Safe Mode?

The dropdown works properly in safe mode.
Next, I disabled every plugin and it still failed in non-safe mode.
Finally, I decided to backup my stored passwords/bookmarks and delete the data directory 100% and re-install and configure all my plugins grease scripts again. 

Hopefully when using the same working data directory for nightly 64 bit/nightly ux/release I won't have this happen again.
Marking as worksforme since not reproducible out of safe mode or without add-ons.
If you figure out steps to reproduce in this new profile feel free to reopen.
