Click what to expand the list?  You'll have to doubleclick the item or single
click the twisty.  Also, "click the name for the perferences you want to view or
change" isn't very clear.  Saying "category name" might be more clear.

No, the Help button is always at the bottom of the dialog.

The format in other places has been, for example, "20 June, 2001".  Most or all
of the help categories under this topic use MM/DD/YY as well.

We used an em dash here.  This is correct, but in other places we use "---". 
Those places must be converted to use em dashes.

Needs to be proper spacing between the sentence and the first bullet.

I won't bother reviewing this section for technical accuracy because I'm not
very familiar with how these managers work myself.  However, morse should really
 look over it.

cleanup. Setting priority & target for this remaining task.

Retargeting. Date format cleanup is the only remaining issue for this bug, adn
this will be cleaned up gradually as revisions to the rest of Help proceed.
