 DEFECT DESCRIPTION:
  "Always send a report" is not selected
  REPRODUCING PROCEDURES:
  1.Flash your device or go to Settings -> Device Information -> More Information -> Developer -> Launch first time use
  2.go through to the FTE until you get to the Firefox OS Privacy Choice
  3.select "I want to help improve Firefox OS..."
  4.go on through the FTE
  5.go to settings -> Improve Firefox OS ->"Always send a report" is not selected->KO

This issue reproduces on the 11/21/13 1.2 build. The "Always send a report" option will not be selected when the user selects the "I want to help improve Firefox OS..." option in the FTE (by resetting the phone or manually launching it from the Developer menu).

However, it seems like selecting the "improve Firefox OS" option from FTE should not affect the Crash Report settings due to what the description reads for the "improve Firefox OS" option. The description essentially states that selecting that option will send Telemetry to Mozilla about the user's device, and does not state anything about crash reports.

Checkbox is not selected by default

I don't think it should be selected before you have either set it intentionally or you did have a first crash and did acknowledge the default setting on the first-crash UI.
