Once bug 869543 and bug 749804 are fixed, I don't believe there are common UI elements that use the Lightweight Theme footer image. We should come up with a plan to deprecate or replace them for Firefox. Thunderbird and other applications could still display them.
On the client side, I suppose it's just a matter of not downloading the footer anymore.

The server side is a bit trickier because, as you mention, other applications (Thunderbird and LibreOffice, at least) are using Background Themes now and they will continue to have a statusbar. We should come up with a deprecation plan that take this into account, as well as supporting previous versions of Firefox for a period of time.

I'd suggest a correction. This bug shouldn't depend on bug 869543 being fixed, because ever since bug 537013 landed, the find bar is no longer a child of the bottom-box but rather an anonymous element in the notificationbox. So, the find bar no longer displays the lightweight theme footer either.

Also I don't think there are any plans to make the find bar display the lwtheme footer either: bug 891786 and bug 897902.

So, ever since Australis landed on trunk, Nightly no longer displays the lwtheme footer anymore in any condition AFAIK (not without add-ons modifying this at least).
