Moving items in personal toolbar causes the name to revert to the page title.

when you first add a bookmark to the personal toolbar, it will take the page
title as the "button name". I typically rename them so they are shorter. After
renaming a button, if you then drag and drop the item in the toolbar to
rearrange the order, the button gets named that page's title again.
Reproducible: Always
Steps to Reproduce:
1. Add an item to the personal toolbar folder (any method will work)
2. Rename the item
3. Drag the item and drop it in a new location on the toolbar
Actual Results: The item will get renamed to the value of <title> for that page.
Expected Results: It should keep my renamed value.
