89956 - Quick Launch in installer should show the current Quick Launch state [turbo]

If you already have the Quick Launch option set to on and you run the installer 
the checkmark next to Quick Launch is *alway* off. The Quick Launch option in 
the installer should represent the current state of the option.

So if the Quick Launch is already on the Quick Launch option in the installer 
should also be on per default.

If we changed it so it works that way, there would be no way to preset it to 
either "ON" or "OFF".  So for a brand new system, the checkbox would always be 
unchecked.

The way it currently is allows us to default it to something in the event the 
user just "clicks thru" the dialogs.

The defaults are as follows:
 Mozilla Trunk (daily builds): defaults to OFF
 Mozilla Branch (milestone builds): defaults to ON
 Ns Trunk: defaults to ON
 Ns Branch: defaults to ON
