When viewing a page in readermode, longclicking the readermode icon is not designed to be a shortcut to add to readerlist so does nothing.
However a user does currently receive a haptic feedback and may think something should be happening.
Likely solution is to set/remove the long click listener on the page actions dynamically in PageActionLayout.java - refreshPageActionIcons(), currently here:

This is a high priority bug for reading list(RL). The current user flow leads users to long press on icon while in reader mode. At the minimum, this should add to reading list; if not changing the 'add to RL' flow all together.
