When putting config.js file to: browser/defaults/preferences/ with following content: pref("browser.startup.homepage", "http://intranet.example.com/"); the homepage is not loaded during Firefox start or when going to homepage. The preference is set in about:config correctly.
browser.startup.homepage is a complex preference. This mean the value needs to be an url pointing to something which content is "browser.startup.homepage=the-value-you-actually-want". This can be a data url: pref("browser.startup.homepage", "data:text/plain,browser.startup.homepage=the-value-you-actually-want");

If that's the case then is not much helpful: http://kb.mozillazine.org/Browser.startup.homepage
Curiously changing this preference in about:config as string works.
