90055 - mailnews account mgr offline tab busted

when I try to bring up the offline and disk space page for a mailnews account
(imap or news) I just get a xul syntax error. Backing out the fix for bug 70857
fixes this problem so I assume it was introduced by that fix.

smoketests. Not good.
