We found a better way to set wallpaper in bug 886996 that doesn't require the extra permission. To give our uses maximal love, we should remove the old permission.

User impact if declined: Permission request that we're going to remove one version later (or whenever our next permission bump is). Less functionality than the new feature has.
Testing completed (on m-c, etc.): Only landing on Aurora.
