Steps to reproduce:

Go to https://www.mozilla.org/en-US/legal/fraud-report/index.html and captcha is a no show.


Actual results:

Captcha to submit fraud doesnt show unless you disable mixed content blocking in Firefox 23 +. (Submitting this using the release channel, 22)


Expected results:

Captcha comes anyways
