Actual results: Adding new entries will default to blank text values. Changing the trigger (e.g. From to Subject) will keep the existing text values. Expected results: If I click the + sign to get a new item, and I select Subject, it should copy the Subject from the email used to create the filter. If I change the trigger (e.g. From to Subject), it should pull the Subject from the email.

Yes, this would be nice. But currently there is no infrastructure to pull new data from the message according to which header field you choose in the filter. However, in bug 1110389 I allowed to "Create filter from message" to be initiated from other header fields than just From and To. E.g. right click the subject and then the filter editor opens with Subject field selected and its value prefilled. This works on fields that are displayed in the message header pane. You can influence those via the "mailnews.headers.extraExpandedHeaders" preference. This is implemented in nightly developement builds of TB so should be in TB 38 once released.
