Details

WinUtils gets updated more quickly since we depend on it in widget. We should ditch the duplicate code in gfx platform and use the WinUtils apis instead. That way we don't have to update multiple win version routines every time ms releases a new os.

Is this bug still valid considering Bug 925599 removed WinUtils::GetWindowsVersion()?
