Steps to reproduce:
1. Start Marketplace
2. Search for a paid application
3. Click to purchase it
4. Enter correct credit card information to purchase
Actual results:
After purchase, the installation fails and "App install error: REINSTALL_FORBIDEN" is displayed
Expected results:
Application should install normally.
NOTE: This is an intermittend error, since 3 of the applications (Tier 10, 20 and 30) installed successfully.

this is because the user is trying to install the same test app multiple times.
