The Windows taskbar cover the debugger panel's bottom part. Hence the scrollbar can be dragged well beyond the visible length of the window.

Attached is a screenshot of the problem.

Expected results:
The panel should end just before the Windows taskbar.

I can reproduce the debugger panel's bottom part is cut off on ubuntu12.04 too.

Not limited to windows taskbar, The debugger is not considered browser window height.

Confirmed reproducible in Firefox Nightly 25.0a1 2013-08-03.
Verified fixed in Firefox Nightly 26.0a1 2013-08-13 and Firefox Aurora 25.0a2 2013-08-13.
