Stacks 0805 built in west and east.

After talking to jrgm, he wants to wait for marketplace to finish setting up their staging instance to talk to our staging environment before putting this code live in production. I've destroyed the 0805 stacks and will wait for new work that we want to deploy this. Feel free to re-open this ticket when you'd like to put this code out.

This should also include the fix to include the `http_proxy` config param. 

I haven't heard back on mktplace, so as soon as you have the stacks built, I'll vet them and we can push if I still haven't heard back.
