These variables are part of the WebIDL bindings rules. We either move all the WebIDL logic into the mozbuild code base or we move none of it. I'm inclined to do nothing at the moment.

Remove bug dependencies for now.  Even if this bug is not part of the Q3 goal the work deprecating export will still need to happen.
