After enable/disable Wifi in setting many times, Wifi could be enabled failed.
WifiWorker connects to wpa_supplicant via libhardware_legacy may fail with an unknown reason.
After three times of fails, Wifi can't be enabled in setting any more.

Finish test on try sever and result is:

WifiWorker connect to supplicant could be failed with some unknown reason.
After 3 times of retry, Wifi could be enabled in setting.
The retry counter should be reset after connect to supplicant is finished.
