Hi lecky and Kkuo, If we have new string need to localize, we can add it into *.en-US.properties files. And then l10n team will help on this. I am not sure how to contribute l10n's work and what is l10n's policy, maybe need info l10n team will get more information on this issue.

Not sure I'm understanding this bug. Anyhow: locales on GitHub are not really relevant since Hg repositories are maintained for each locale. https://hg.mozilla.org/gaia-l10n/ If you want to contribute to a specific locale, go to http://l10n.mozilla.org/, choose your language in the dropbox list and then follow the link Contacts on top.
