The touchmove events are propagated to BrowserElementPanning.js even if the homescreen is panning from left to right. 

This has 2 effects:
 - the e.me results area can be scrolled even if the user is acutally panning between pages
 - cost a few fps globally for panning on the homescreen.

The issue still reproduces on Leo COM RIL 1.1
When choosing any category for an example "Local" and then easily  panning to left, the e.me page is scrolling
