When I try to download these files in Nightly:

http://smontagu.org/testcases/%f0%90%90%94%f0%90%90%af%f0%90%91%85%f0%90%90%a8%f0%90%91%89%f0%90%90%af%f0%90%90%bb.doc (Deseret characters)
http://smontagu.org/testcases/%f0%90%a4%82%f0%90%a4%86%f0%90%a4%93.pdf (Phoenician characters)

the files fail to open. The files are downloaded and QuickOffice/QuickPDF is launched but report "File cannot be opened".

With Chrome or the stock browser, the files are downloaded but there is no attempt to open them. The files can subsequently be opened from the download notification. 

There is also http://smontagu.org/testcases/%d0%a0%d1%83%d1%81%d1%81%d0%ba%d0%b8%d0%b9.doc (Cyrillic characters) -- but this fails to open on Nightly, Stock, and Chrome.

I tested this on a Motorola RAZR i running Android 4.1.2 with sdcard mount info:

/dev/fuse /storage/sdcard0 fuse rw,nosuid,nodev,relatime,user_id=1023,group_id=1023,default_permissions,allow_other 0 0

I noticed the download filenames are different, comparing between Firefox and Chrome/Stock -- see screenshot attachment.
Wonder if this a good first bug?
