Steps to reproduce:
Upgrade firefox to version 23
Actual results:
It loads all the images and my internet is very very slow!
Expected results:
It should haven't loaded the images because in firefox version 22 I had unchecked the checkbox to download images automatically.
The option to not download the images automatically is also disappeared.
This is a big Big BiG BIG BUG! Fix it ASAP!

The intent here seems to be to encourage people to use Add-ons for this purpose. For instance, https://addons.mozilla.org/en-us/firefox/addon/image-block. Several preferences options have been removed. So it is not a bug, but is something we are addressing in support forums.
You can tweak this in about:config, if you edit permissions.default.image to be false. Hope that helps!
