User Agent: Mozilla/5.0 (Windows NT 6.2; WOW64; rv:23.0) Gecko/20100101 Firefox/23.0 (Beta/Release) Build ID: 20130730113002 Steps to reproduce: I created a filter to forward my Junk folder email to spam@uce.gov. In the filter the criteria were subject empty (nothing entered) and "match any of the following" was selected. The 'Perform these actions' was "forward message to spam@uce.gov. I selected only that fillter to run and the folder to run this filter on was my Junk folder. I clicked on clean filter log. Then I clicked run to run only that filter. Actual results: Nothing was forwarded. I checked the filter log and there was no new entry. Expected results: My junk folder should show that the emails had been forwarded and the filter log should show that the junk emails were forwarded. Sent folder should show forwarded emails.
Do those junk messages have empty subjects?
You were filtering for messages with empty subjects, hence filter failed correctly. To use filter manually, from filter setup: choose "match all messages" Ensure to uncheck "Enabled" (i.e. to disable) on main filters list otherwise filter will forward all incoming messages. Then run filter manually with "Run selected filters on: Your spamfolder". Or if you need automatic filter on incoming, find some other strategy/criteria to match only those mails that would end up in junk folder, like junk flag/tag. Bugzilla is for tracking bugs only.
