Steps to reproduce:

1 Editing a text message and send.
2 open the flight mode when sending
3 message send failed,the close the flight mode, resend the message


Actual results:

the failed message can not be sent successfully, created a new message ,and can not send too


Expected results:

the failed message resend successfully

I was able to reproduce this issue 1/5 times on Moz Ril and Com Ril (LogCat attached)

This sounds like a release note issue then - Intermittent issues when trying to send messages after flight mode disabled - but not a blocker for shipping.

What I've seen while dogfooding is that the network icon is shown as if the network is ready whereas it's not ready yet. So maybe the issue should be to display the ready network icon when it's really ready (which may mean that we set a state too early).
