AFAIK, In android when position is received by three methods.
  1. GPS
  2. Mobile Network
  3. Wifi
These could be configured in settings of android and B2G doesn't offer this.

Does B2G provides these fallback to detect position in case GPS couldn't find a position or if it is disabled.

Case 1: I tried opening Here maps indoor, with GPS enabled, Wifi enabled and a valid SIM. The position at best the map could show was my country and not any close to the exact position.
Here i assume GPS may not got the fix as the device was indoor and some fallback mechanism was used to detect the near location.
In case of android, the same test would have given the exact position.

Case 2: I tried opening Here maps indoor, with GPS disabled, Wifi enabled and a valid SIM. The map couldn't retrieve any position information.
Here B2G failed to use any method to detect the position.
In case of android, the same test would have given the exact position.

Case 3: I tried opening Here maps indoor, with GPS disabled, Wifi disabled and with Data network enabled. The map couldn't retrieve any position information.
Here B2G failed to use any method to detect the position.
In case of android, the same test would have given the exact position.

From above tests test the conclusion was that B2G uses GPS to detect the exact position and doesn't have any fallback mechanisms unlike android.

So in Case 1, while testing indoor, assuming GPS fix was not available how was the device able to show my country. Did it make use of MCC from SIM. If so why didn't it used in Case 2 or Case 3.

All these cases are tested after doing factory reset each time and on testing outdoor, GPS was able to get the exact positions.

This is completely up to how the modem or gdp was configured.
