That's why the option to disable JS has been removed from FF23 (bug 851702). There is no need to disable JS because most of websites need JS to work normally, especially for a casual user.

If a user uses NoScript, he must know about the possibility to have broken websites/services due to JS blocking filters. Like when in the past NS blocked audio/video controls of the native HTML5 player in Firefox. Anyway browsing the web without JS is impossible today.
