Details

Disable JavaScript, visit utu.fi website. It cannot be scrolled using touchpad but can with PageDown and PageUp. There is no scrollbar. This is on a new profile.

I asked if people on IRC see similar behavior. One guy said it works normally on ff22 on win7. He also said ff17 ESR behaves like this bug.

And to make this bug even weirder I had one guy report that it works for him on this same firefox version on the same OS and another guy report that for him nothing scrolls... *cues Twilight zone music*
That's why the option to disable JS has been removed from FF23 (bug 851702). There is no need to disable JS because most of websites need JS to work normally, especially for a casual user.

What about a user who cares about proactive security (1), functionality or licensing (2) of the script?

If a user uses NoScript, he must know about the possibility to have broken websites/services due to JS blocking filters.
Like when in the past NS blocked audio/video controls of the native HTML5 player in Firefox.

Anyway browsing the web without JS is impossible today.
