Steps to reproduce:

Go to about:config
Set plugins.click_to_play to true

I tested on Windows 8 x64 and Linux Mint 15 x64.


Actual results:

Plugins load automatically (eg. flash youtube videos)


Expected results:

Plugins shouldn't load until clicked (or enabled from the address bar option).
