First time click on help button leading to Dialog Box Help..intentional ?

I noticed that on the branch builds, when I click on the help butotn for the first time in the prefs panel (expecting the context sensitive help) with Navigator as the default item selected in the prefs tree, I landed in Dialog Box Help item in the help window. This change seemed to have landed yesterday. Is this intentioanal or some side effect..? When we have context sensitive content for a given topic, why do we want to go to Dialog Box Help..? Subsequent clicks on help butotns takes me to the right pages. It's just the first time..But the first time is important as we expect to learn user more about this feature as he/she explores.
Tiny bubble of a regression. Just checked in a fix.
