Steps to reproduce:

F9 (On WinXP)
On Win7 it is OK


Actual results:

No sidebar tabs and no menu items to renew them


Expected results:

Sidebar with at least bookmarks

The uninstall/reinstalling SeaMonkey attempts not help.

Probably due to a damaged or missing panels.rdf

If panels.rdf is damaged or missing, what I have to do?
Deinstalling/Installing does not help.

After upgrade to version 2.21 the bug has been resolved!
Now in Windows XP sidebar works as usually!
