90393 - Invoking browser from sidebar displays empty web page (stocks tab)

Saw this all platforms on branch
win32 2001-07-11-06 0.9.2 branch
linux 2001-07-11-05 0.9.2 branch
mac 2001-07-11-13 0.9.2 branch

steps to repro:
1)Open Mail (Or IM standalone if you have commercial build)
2)Close any open Browser app windows you may have open.
3)Click on stocks tab in Mail sidebar (Or IM standlaone)
4)type a symbol, like "GE" and click "GO" or hit the <enter> key

ACtual results: Note the URL does appear in the Search bar, but no web page
content shows on step 4.  A blank web page opens. If you click the reload button
 for the url, it then shows the correct page contents.
