GSM.J.1.4 - Call forwarding when phone off or no coverage
GSM.J.1.3 - Call forwarding if no answer
GSM.J.1.2 - Call forwarding when busy

In Leo, Conditional Call Forwardings are only possible to activate this function only if the option ALL CALL are Diverted.

I think it depends on network service. It need to be compared with other device using same SIM.

I agree it depends on network service.

The sim card I have is okay for the above three cases.

I don't have Leo phone on hand now.
I'll add qa-wanted to ask for QA's help -- compare Leo and other devices using the same SIM. Thank you.

The issue reproduces on Leo, Unagi, Buri devices.
Test is made with one AT&T SIM card
“Call Forwarding” is available in only “Always forward” option.
In other options “When Busy”, “When unanswered”, When unreachable “by default “Forward” switch is enabled, after trying disable it an error message appears “Call Settings error”.

I was unable to test it on Android with the same SIM, because all modern Androids have mini SIM cards,
So I tested on Android with a different SIM, but with the same carrier 
All futures such as “When Busy”, “When unanswered”, When unreachable" are active and a user is able update a phone number in any fields.
But I received the same error message when tried to disable it, so looks like it's expected
