[L10N][Settings] Is it possible to translate operator/carrier information?

I found that the operation information is not localized in current build.
Settings=>Cellular & Data=>Carrier
Lock Screen => Operator information
I'm wondering whether we can localize this?
For western locales, maybe it is find to keep the English name. But for China/other markets, the operator's name is usually localized. I think it is good if we make this localized.

Considering Simplified Chinese will be include in V1.2 (Bug 908407), I would like to change the project flag to 'koi?'.

Does gecko get the value from modem based on the current locale setting?
