905005 - Telefonica Spain Operator Shelf not displaying correct title

Lisa has tried to change the title of the Operator Shelf to “Movistar Recomienda”.  She has a Telefonica Spain SIM and has provided a screen print that shows the change.
  However, a Telefonica Spain person (Jesus) does not see the change (see the second screen print).

This is localized in the localizer control panel.  I tried to clear it out, not sure if it took or not.  This might be fixed?

Bear in mind also that there is presently one operator shelf per carrier per region. If you change one, it doesn't change all of them. I.e.: if you change the TEF-CO shelf's name, it won't change the TEF-ES name.

yeah, 2/4 had a localized name.  This doesn't look fixed so I guess we'll have to do it in the db
