905374 - change archaic "geo" permission to modern "geolocation" equivalent

The runtime used to store geolocation permissions with the "geo" key, but new platform facilities for querying and updating the permissions DB use the "geolocation" key, so we're switching to that key for new app installs as part of the work being done to support permissions in bug 892837.

We'll continue to support "geo" for existing app installs, but we should update their databases, changing "geo" to "geolocation", so we can remove that fallback in the future.

Per bug 1238079, we're going to disable the desktop web runtime and remove it from the codebase, so we won't fix these bugs in it.
