This is a sibling to Bug 809211.  This bug tracks exposing UI (password change screen?) to the user when a *locally initiated* password or key change is requested.  This could also track a lost password flow.

We might not need to implement this on the phone at all (if we drive all password changes/resets via a web site, for example.)
